The EAGLE Program represents establishment of a consolidated portfolio of broad scope, multiple-award IT support service contracts that are available for use throughout the Department of Homeland Security. The EAGLE Program was designed to offer a broad range of services, solutions and contract types to fulfill the majority of component and departmental IT services needs. The EAGLE Program supports the DHS goal of a functionally integrated Department, demanding integrated methods of operation among and between the various components with the IT support systems that enhance mission effectiveness and create economies of scale through consolidation.

The contract-level service descriptions are intended to provide sufficient scope and flexibility to meet a comprehensive range of potential agency requirements. Specific requirements will be identified and defined at the task order level. The EAGLE II contracts are designed to be technology neutral in order to keep pace as new technologies, standards, policies and procedures are identified.

LSI’s awarded contract is in the Functional Category 1 (FC1) HUBZone track, which provides for Service Delivery services to be provided in the following areas:

  • System Design, Development, Implementation, and Integration
  • Software Design and Development
  • Operations and Maintenance.

A.  Contractor’s Quality Assurance Program
LSI will apply its certified ISO 9001:2008 quality assurance processes and controls to every awarded EAGLE II task order.  For each task, the Task Manager will prepare a Task Order Management Plan (TOMP) that includes a detailed Quality Assurance (QA) plan describing how we will implement our QA processes and assure that top quality products are delivered. The TOMP will identify the task order team and key task order milestones.  The task QA plan will include metrics such as defect tracking and hours spent on technical processes such as design, development, and test activities. Quality reviews will be complete, comprehensive, and multi-tiered, to include peer reviews, in-process reviews, and reviews by senior LSI operations management.
